Germany's Finance Ministry plans to create a special unit to
combat large-scale tax fraud. Minister Olaf Scholz will set up a
special unit with 48 positions at the Federal Central Tax Office.

Train operator Deutsche Bahn is trying to sell its subsidiary
Arriva, which manages the German company's international transport
business. While Deutsche Bahn expects a price tag of up to EUR4
billion, a potential bid from U.S. investor Carlyle reportedly came
in at EUR2.5 billion. Write-downs, provisions and falling profit
are weighing on the subsidiary's attractiveness for bidders.

Francisco Gonzalez, the former head of Spanish lender BBVA, is
set to appear before a magistrate today in connection with the
Villarejo case. The former banker will be called to explain ties
between BBVA and Cenyt, the firm connected with retired police
chief Jose Manuel Villarejo who stands accused in a sprawling

Real-estate investment fund Merlin has joined BBVA and Grupo San
Jose as a partner in Madrid Nuevo Norte, a big urban development
project in the Spanish capital, and secured rights of first refusal
in case its partners get an offer for their stake in the project,
official filings show. Merlin holds 14.46% in DCN, the company that
