As the U.S. energy envoy and coordinator for international
energy affairs, Pascual established and directed the new Energy
Resources Bureau at the State Department and was senior advisor to
the Secretary of State on energy issues. He had previously been
U.S. ambassador to both Mexico and Ukraine, and was special
assistant to the president for Russia, Ukraine and Eurasia on the
National Security Council.
“I am very pleased to welcome Carlos Pascual to IHS,” said Scott
Key, IHS president and CEO. “With his deep understanding of major
energy issues around the world and his broad diplomatic experience,
Carlos will make important contributions to our work both on energy
and on critical international issues across IHS. He will be a great
member of the IHS team.”
“IHS is an extraordinary organization in terms of the depth and
breadth of knowledge and insight that it brings to clients around
the world,” Pascual said. “IHS plays a unique opportunity in the
world economy, and I welcome the opportunity to work with its
outstanding researchers and companies around the world that look to
it for guidance and understanding.”
“Carlos’ distinguished career is matched by the respect in which
he’s held around the world,” said Daniel Yergin, IHS vice chairman.
“His leadership role on energy in the last few years has been of
critical importance. He has a demonstrated capacity to get to the
essence of an issue and find a path to solutions, and I, along with
our colleagues, look forward to working closely with Carlos at this
time of turbulence and change.”
At the State Department, Ambassador Pascual led energy diplomacy
across Asia, Eurasia, Europe and the Middle East, including on such
key issues as Iranian sanctions and the geopolitical impacts of the
shale gas revolution. Ambassador Pascual had previously established
the State Department’s first comprehensive civilian response
capacity to respond to conflicts, leading to the creation of a
bureau to promote sustainable solutions to conflict and strife. He
also served as coordinator for U.S. assistance to Europe and
Eurasia and directed the resources to help consolidate the
independence of the former Soviet states.
Between State Department assignments, Ambassador Pascual served
for four years as vice president and director of foreign policy
studies at the Brookings Institution in Washington D.C., heading
its research on international affairs. Prior to the State
Department, Ambassador Pascual worked at the U.S. Agency for
International Development, where he led national strategy projects
and, among other posts, was chief of strategy and policy for
Africa. His books include Power and Responsibility: Building
International Order in an Era of Transnational Threats. He is a
graduate of Stanford University and the Kennedy School of
Government at Harvard University.
