California marketplace created “special-enrollment period” through July 15, 2014

Health Net, Inc. reminds those with health insurance benefits through COBRA (the Consolidated Omnibus Budget Reconciliation Act) that they have through July 15, 2014, to enroll in a Covered California policy.

Covered California, the state’s new health insurance marketplace, created a special-enrollment period (SEP) to give COBRA enrollees extra time to enroll for a marketplace policy.

“People now covered by COBRA may find comparable coverage at a lower price on Covered California,” said Jennifer A. Moore, Health Net vice president of Individual Market and Health Care Exchanges.

Moore added that, as a participating Covered California health plan in most California counties, Health Net offers affordable marketplace policies that provide access to quality care. And she said Health Net encourages insurance shoppers to use the services of a health insurance broker, if they have one. Or they may call Health Net for assistance at 1-877-618-3870 (TTY: 1-800-995-0852) Monday through Friday from 8 a.m. to 6 p.m.

During the special-enrollment period, current COBRA enrollees may:

  • Go to the Covered California website, select “apply now” and follow instructions;
  • Choose a health plan and policy offered through Covered California; and
  • Get premium assistance and/or cost-sharing reductions, if they qualify.

Moore said that, prior to making the switch from a COBRA policy to a marketplace policy, COBRA beneficiaries should be sure their desired doctors are in the marketplace network.

Besides California, several other state marketplaces also are providing special-enrollment periods for COBRA enrollees. In Arizona, where the marketplace special-enrollment deadline is July 1, 2014, COBRA enrollees with questions should call the Marketplace Call Center at 1-800-318-2596 (TTY: 1-855-889-4325) and explain they’re calling about COBRA benefits and the marketplace. Or they may contact Health Net for information at 1-877-652-9923 (TTY: 1-800-977-6757) Monday through Friday from 8 a.m. to 6 p.m.
