The Dutch economic ministry wants to reserve one third of new available spectrum for new players in the telecommunication market, Financieele Dagblad reports Friday.
Next year, the Netherlands plans to auction various spectrum, including the 800 megahertz band, which is best suited for faster fourth-generation mobile data networks.
The plan benefits Tele2 AB (TEL2-B.SK) and two Dutch cable companies, Liberty Global Inc.'s (LBTYA) UPC and Ziggo.
Incumbent Royal KPN NV (KPN.AE) is mulling legal steps against the economic ministry's plan, the newspaper reports.
Vodafone PLC (VOD) and Deutsche Telekom AG (DTE.XE) also operate mobile networks in the Netherlands.
